Portable Appliance Testing (PAT), also known as Electrical Equipment Testing (EET), isn’t just about ticking boxes, it’s about keeping people safe.  

While the 5th Edition of the IET Code of Practice put more emphasis on risk assessment (to avoid unnecessary testing), one thing is still clear: PAT testing must be carried out by a competent person. 

What Is a Competent Person in PAT Testing? 

According to the Code of Practice, a competent person is: 

“A person possessing sufficient technical knowledge or experience to be capable of ensuring that injury is prevented.” 

This means someone who: 

  • Has an understanding of Equipment Classification
  • Understands how electricity works 
  • Has hands-on experience with the systems being tested
  • Knows the risks and how to avoid them 

In short, competence requires proper training and understanding, not just watching a YouTube video. 

Why PAT Training Courses Are Worth It 

PAT testing follows specific procedures, you can’t just wing it.  

Whether you’re the one doing the testing or overseeing a team who does, proper training is key. A good PAT course will: 

  • Teach correct inspection and testing procedures 
  • Help identify risks before accidents happen 
  • Offer hands-on practice with real equipment 

This isn’t just about a pass/fail result, it’s about keeping people safe and preventing accidents. If untrained staff cause an incident, employers could be held liable. 

Hands-On Learning Beats Online Guesswork

Online training has its place, but PAT testing is a practical skill. In-person courses give you real experience with: 

  • Entry-level testers
  • Mid-range models
  • Downloading testers

Smaller class sizes (10–12 people) are ideal, more time for questions and hands-on learning. 

Do You Need a Qualification Like City & Guilds? 

Not necessarily. While City & Guilds options exist, most PAT professionals don’t require them. What matters most is: 

  • Basic electrical knowledge
  • Practical training 
  • Common sense
  • A clear understanding of legal duties

A solid course helps you find the right balance of what needs to be tested, when and how often.  

PAT Testing Is About More Than Compliance 

According to the HSE, 25% of reportable electrical accidents involve portable appliances. That’s a strong case for regular inspection, testing and competent training.
